Committee places one $272,000 HOC resident-services tranche on rec list, asks staff to probe parking offset

The Planning, Housing & Parks Committee voted to place one $272,000 tranche of the Housing Opportunities Commission's (HOC) request for resident services on the reconciliation list while asking executive-branch staff to determine whether parking costs for the new HOC headquarters can be absorbed or mitigated.
Council staff had outlined HOC's request for $772,000 in resident-services support tied to its new headquarters, including $612,000 for debt service and $160,000 for operating expenses. Council staff noted the county executive recommended a $378,371 same-services operating increase for HOC but that additional requests would require reconciliation-list placement. "Of this $772,000 request, dollars 612,000 are building payments for HOC," staff said in their packet overview.
HOC Senior Executive Vice President Kayrene Brown told the committee the request reflects a pro rata share (about 13%) of resident services at the new headquarters and that some operating costs previously paid from non-county funds are now new county expenses. "For the new headquarters, we're requesting an equivalent support, a pro rata support for resident services, which reflects about 13% of the cost," Brown said.
Members debated which HOC items were most likely to be funded and agreed a single tranche for resident services was the pragmatic choice. Chair Friedson proposed adding one tranche and following up with OMB and DOT on parking impacts; "So let's do 1 tranche, you know, as, you know, recommended on that. So $272,000 for 1 tranche for resident services," the chair said. Anita from OMB agreed to follow up on parking-lot-district treatment and potential options for reduced or absorbed fees.
The committee characterized the parking-offset request ($200,000) as a placeholder while staff checks whether the county can provide a waiver or other accounting treatment; the chair asked staff to include parking planning in the follow-up. The committee did not recommend the larger headquarters or fatherhood grant replacement requests for reconciliation at this time.
