Board approves several budget amendments, appointments and opioid settlement allocations

The Champaign County Board approved a series of budget amendments and appointments on July 23. Among them, Resolution 2026-165 moved $75,000 to the county clerk's temporary-staff line to pay election judges for 2026; the vote was recorded by roll call and the motion passed. The board also approved a $70,000 increase in appropriations for the regional planning commission to support continuum-of-care coordination for the homeless and a $60,000 BUA transferring opioid-settlement funds for drug-court services (Resolution 2026-171).
The board adopted Resolution 2026-168 to appropriate $38,067.53 from the capital asset replacement fund for purchase and implementation costs of new budget software; staff said the software funding had been approved in prior years and that the expense includes implementation and year-one costs and will create ADA-compliant budget documents. Members also approved several appointments and intergovernmental agreements, including appointing Susan Fowler and others to boards and committees and approving animal-control intergovernmental agreements with nearby municipalities.
Board discussion on budget items included questions about ongoing annual costs for the software, procurement exceptions for a freezer replacement in the jail (staff cited time-sensitive security and food-safety reasons for a noncompetitive exception), and a question about recurring coroner expenses; the board approved these items by roll call where required.
