Volo project update: appraisals and most easements near complete, construction accelerating

The board received an American Rescue Plan Act (ARPA) project update from Peter Folk of Volo on July 23. Folk said appraisals were completed and a majority of easements had been executed or were in process; a court hearing on easements is scheduled for Aug. 19 due to a judge's vacation delay. Construction has accelerated under a new contractor (ACT), which had begun work on several fronts, and procurement was progressing according to the previously published timeline.
Board members asked whether the judge's schedule would affect construction; Folk said he did not expect the court date to delay the accelerated construction pace. He also said that the city of Champaign has notified Volo it intends to participate in funding for the VCHAP section of the project and that the project team would continue coordination with the housing authority and other partners.
"We have all the appraisals completed," Folk said, and added that easements were largely executed or on track. He told the board the contractor had opened work on five fronts with two more starting soon, noting that construction is where most spending occurs and that the project timeline remains on track.
