CCP to review Diane Cummings report and AB 109 (2011) as foundation for budget discussion

Jeff Goldman told attendees that the Diane Cummings history of realignment would be the primary document the subcommittee would use to frame discussion of AB 109 and the county’s realignment spending. “The primary 1 that we'll have a discussion on is the Diane Cummings 1 that just talked specifically about, do you know or AB 109 2011 realignment relative to the criminal justice population?” Goldman said while describing the reading assignment and recommending the report’s executive summary.
Members noted the Diane Cummings report is lengthy (Goldman referenced an approximate 4–5 hour total runtime for the material) and asked staff to circulate either the full document or the one-page executive summary as a first step. Several members said a short, synthesized brief would help participants prepare and focus the subcommittee’s work.
Why it matters: AB 109 (2011 realignment) changed county responsibilities for some justice-involved populations; members said grounding their budget choices in a shared understanding of that history would clarify whether current spending aligns with legislative intent and local priorities.
