Jeff Goldman, speaking as the meeting’s convenor, proposed forming a smaller working group to develop a framework for two recurring pain points: the county’s fund balance and the CCP innovation fund. “And maybe today, just use the time to discuss, like, what topics we would like to try to cover during that meeting,” Goldman said while outlining the plan to draft criteria and a timetable.
Members agreed the subcommittee should pull together background materials, draft guiding criteria and return to the full CCP before budget season. The group asked staff to circulate several reference materials—an LAO report, a CJCJ paper and a Diane Cummings history of realignment—and to schedule a subcommittee report in early September. Goldman said he would send the documents and set the timetable.
Why it matters: CCP members said recurring discussions about ad hoc requests and inconsistent proposals have slowed decisions. A subcommittee and clearer application criteria are intended to let the full CCP consider vetted proposals rather than re-start each discussion in a quarterly full-group meeting. The chair and several members said the subcommittee should craft rules for when fund balance may be used and a clearer definition of what counts as “innovation.”
What’s next: The subcommittee will set its own schedule, review the documents Goldman circulates and present a short report to the full CCP at the September meeting. The full CCP approved creating the subcommittee and agreed to the early-September target date.
