Carney adopts 25-year OG&E franchise ordinance, schedules special election

The Board of Trustees of the Town of Carney on May 8, 2025 adopted Ordinance No. 2025-03 granting Oklahoma Gas and Electric Company (OG&E) a franchise to install, operate and maintain an electric distribution system and to sell electricity in the town for a term of 25 years.
Mayor Darrel Gibbs made the motion to adopt the ordinance; Councilmember Jason Hubach seconded. The motion passed unanimously (Yea: All). At the same meeting the council also approved a companion resolution to hold a special election in Carney to allow voters to accept or reject the franchise.
The ordinance is recorded as Ordinance Number 2025-03 and the council referenced supporting franchise documents during the vote. The council did not record any opposing votes or amendments to the ordinance; the resolution to set an election similarly passed without recorded opposition. The resolution and ordinance will be posted with meeting records and brought forward for the election scheduling and public notice required under state law.
