Johnson establishes Class 4 road reserve fund after residents detail maintenance needs

The meeting approved Article 12 to establish a Class 4 Road Reserve Fund to help plan and pay for maintenance of Class 4 roads. The reserve fund language was amended by unanimous consent to explicitly include grant funds as an allowable source.
Aubrey Wagner, a Sinclair Extension resident, described the burden on neighbors and the maintenance challenges for a steep, complex Class 4 road with children and recreational traffic present: "There's 7 kids that live on that road... we are out there maintaining it oftentimes by hand with pickaxes and shovels." Planning Commission members told the meeting the commission requested the reserve fund to better plan for municipal road general permit compliance and to treat Class 4 roads as a town asset.
After discussion the article passed by voice vote. The selectboard said the reserve fund will allow the town to plan projects and funding more strategically; future budgets may address increased contributions to the line item.
