VTrans outlines plan to replace washed-out Bridge 42 on Route 30; project cost about $7.4 million

Adam Monroe, project manager for VTrans, presented the state’s plan to replace Bridge 42 on Route 30 — the span that washed out in the July 2023 flood — and described the design choices, schedule and budget. The selected alternative is a roughly 120-foot steel-girder bridge with integral abutments, piles driven to refusal and an opening of about 1,300 square feet; Monroe said the new design boosts resilience even though it does not meet the agency’s full hydraulic freeboard standard.
Monroe said the project has cleared environmental review and is in final design; VTrans plans to advertise the contract this summer and is aiming for a summer 2027 construction start. “We’re looking to advertise this summer…steel delivery times right now are 12 months, potentially 15 months,” Monroe said, adding that the lead times are the main driver behind a possible extension of completion into 2028. He provided a total-project figure: “Total project cost…probably $7,400,000.”
Board members and residents pressed Monroe on hydraulics and geomorphic studies, asking whether the bridge’s low-chord elevation changes would increase velocities or shift maintenance burdens to the adjacent town road. Monroe said the proposed low chord is slightly lower than the old structure but that the design uses a longer span to open the channel and piles to improve scour resilience. He committed to sharing the slide deck and contact information so residents and town staff can follow up with VTrans engineers.
The board said it intends to post the presentation and slides on the town website. VTrans noted the temporary modular bridge installed after the flood will remain in place until the new structure is built and that traffic will be maintained off alignment during construction.
The project remains at the design-and-advertising stage; Monroe said the agency will set contract dates when it advertises and will update the town if the schedule shifts into 2028.
