Legislative IT director says legislature was left out of Workday ERP selection

Kevin Moore, director of IT for the General Assembly, told the Joint Information Technology Oversight Committee that the legislature did not participate in the initial selection of the Workday ERP product despite being a long-term customer of the system. Moore said the selection occurred years ago—during the COVID period for some work—and the legislature became aware of the decision after it was made.
Moore described how legislative HR later served as the primary point of contact with the ERP project and at one point was “inundated with the flood of training and opportunities,” which led the HR team to pull back from some outreach. Moore urged earlier involvement so legislative staff and users can understand needs assessments and why decisions are made.
