Three branches agree to draft MOU to improve cross-branch IT communication

Members of the Joint Information Technology Oversight Committee pressed IT leaders from all three branches to formalize how information about enterprise systems and incidents will be shared. Representative Sebelia said the communication around the state's HR system had been “completely unacceptable” and asked whether an agreement on notifications and escalation could be completed before February.
Kevin Moore, director of IT for the General Assembly, said the legislature wants earlier involvement when it is a customer of enterprise products. Secretary Rao said she would take the lead on drafting the agreement, noting an existing template: “I am gonna actually take the lead on that because we already have, the template in place,” she said. Leaders discussed a target timeline ranging from February to town-meeting break and agreed to collaborate on a draft to represent each branch's voice.
