The Saltville Town Council on Feb. 10 authorized bond financing to fund a meter‑replacement and related water system improvements after a public hearing and subsequent motion by Councilman Ryan Comer. Councilman John Carter seconded the motion and the measure passed unanimously.
Meeting materials included a notice estimating a maximum bond issuance of $1,402,106 and a resolution authorizing a bond in a principal amount not to exceed $1,314,656 with a maximum interest rate not to exceed 2.25 percent (resolution language filed with the record). Town Manager Cecile Rosenbaum and staff had previously circulated the public‑hearing notice and project summaries; Julie Loggins spoke during the hearing, saying she did not object but asked that the document figures and references to 'water' versus 'water & wastewater' be clarified. The council adopted the bond resolution and authorized town officers to execute the financing documents and required related actions with the Virginia Resources Authority (VRA).
Council also authorized staff to open a dedicated bank account for the meter‑replacement project and to proceed with steps required by the financing agreement. Town Manager Rosenbaum advised the council that further administrative steps are needed to finalize the financing and to schedule procurement/bid actions for related construction.
