BOE staff outlines electronic filing portal, training expansion and audit updates

Deputy Director David Young and other BOE staff used the meeting to summarize current administrative work aimed at reducing exemption delays. Young said the BOE has a checklist and processes for OCC/OCC‑type filings and that internal efforts have reduced BOE turnaround times when an application is complete: "When an application is complete, it's processed and basically sent out within 1 month," he said.
The BOE reported 24 letters to assessors issued so far in 2026 and that the agency scheduled 35 appraisal classes and two webinars for FY 2026–27, with online courses available through partner institutions. The assessment practices survey division reported two recent audit reports (Nevada and Plumas counties) with no significant assessment problems and a list of administrative recommendations for Plumas.
BOE staff said they are close to awarding a contract to build an exemptions e‑filing portal that would allow applicants, assessors and tax collectors to share status notices and reduce the administrative friction that currently causes repeated follow‑ups.
