Jack McCool, chief of the State Assessed Properties Division, told the Board of Equalization that the 2026 private railroad car tax rate is 1.157%, up from 1.151% last year. "This year's rate is 1.157%," McCool said, and explained the rate is computed annually under Revenue and Taxation Code section 11403 using statewide property tax data.
McCool said the approved rate is applied by the State Assessed Properties Division to private railroad car assessed values to calculate tax due and that the report to the board is informational. Members asked clarifying questions about how the average is calculated and whether Prop 13's 1% limitation affects the result; McCool explained that local levies and special assessments cause the average to exceed 1% in some counties. The board did not take action on the informational report.
