"I felt that the letter that Jeff wrote missed an opportunity to try to educate people about how the process... and the fact that they didn't carry any money over," the chair said, arguing that the district should explain the existence of a holdover or restricted account in its public materials. The board asked staff to follow up and ask the district for clearer, homeowner-friendly explanations of its finances.
