The board discussed pursuing an RFP to hire a consultant to apply for and manage a new Brownfields grant so LCPC staff would not have to carry the heavy administrative burden of federal drawdowns and portal management. Staff said the RFP was sent to consultants used by nearby regional planning commissions and also posted more broadly.
Tasha Wallace explained that other RPCs have used external consultants successfully and that the Brownfields Committee would retain oversight even if a consultant manages the grant. The executive committee had already signaled support for issuing the RFP given staff workloads. The board did not take a final formal funding vote on this agenda item during the meeting but directed staff to proceed with the RFP process and return with proposals for contractor selection and oversight terms.
Next steps: staff will evaluate proposals, coordinate with the Brownfields Committee on oversight, and report back to the board with recommended consultant candidates and contract terms.
