During the town-plan review the commission identified inconsistent reporting in the draft town report and agreed to improve transparency by adding a clear school-population exhibit and source notes. Chair and commissioners argued the town report sometimes lists only dollars or anticipated budgets rather than student counts, and asked staff to cite the data source on the chart. One participant suggested: 'you could put a little aster down here saying based on period time reports.'
Members selected a format for the exhibit they called 'Exhibit 8a' and asked staff to include 2008–2025 data. They also discussed how to store and share exhibits: the group asked that digital copies be forwarded to the planning-board email ("Kirbytownplanning@Gmail.com") and placed on the town web page with links to the Vermont Parcel Viewer for parcel-level context.
