On contractor responsibilities, the presenter said he will write the RFP to assign the product to the contractor, who will then be responsible for all parts, storage and assembly and must sign off on receipt to limit change orders. As the presenter put it, "They have to sign off on it that they received it," so that the town is not billed later for lost pieces or additional pack items. The board discussed taking delivery at town hall to keep the parts secure until the contractor is ready to assemble them on site.
