The proposal does not make existing uses nonconforming or force property owners to change; instead it signals likely planning outcomes and creates standards for future review.
Board members raised questions about taxes, homeowner impacts and protections for long‑time residents; staff noted homestead exemptions limit rapid taxable‑value shocks and that the overlay is intended to provide notice with community meetings and subsequent plan‑amendment hearings. The board recommended approval and the item will be forwarded to the City Commission.
