The Planning Board on July 23 approved the Zen Vista Apartments major site plan (DEV2025‑083), a proposal to build 84 units in three buildings on a 5.24‑acre vacant lot west of South Nova Road.
Luke Rinkas presented the staff report, noting the site’s land‑use and zoning remain residential and staff recommended approval with preserved historic trees and required infrastructure improvements. The proposal calls for about 69,904 square feet across three stories with 135 parking spaces provided (a requested 20% parking reduction from the nominal requirement).
Mir Malik, the applicant’s engineer, said driveway access would be a right‑in/right‑out FDOT permit and that the project proposes stormwater compensation that exceeds present conditions. Board discussion centered on pedestrian and vehicular safety at the Nova Road frontage and on ensuring the grading and drainage designs do not worsen flooding on adjacent properties. After discussion the board voted to approve the site plan, 6‑1.
