Planning board backs annexation and mixed‑use designation for 54.74‑acre US‑92 site

The Planning Board voted July 23 to recommend a change to the comprehensive plan and a concurrent rezoning to allow annexation and mixed‑use redevelopment of roughly 54.74 acres along the south side of West International Speedway Boulevard.
Luke Rinkas, a city planner, said the proposal—filed by Jessica Gao of Cobb Cole and Associates on behalf of the Theo Carr Company—would change the future land use from county low‑impact urban to city mixed use and rezone the property from county rural agriculture to Plan Development General. Under the PD the applicant requested a residential cap of 178 units and up to 100,000 square feet of nonresidential development in a commercial pocket. Staff concluded the amendment is consistent with the city comprehensive plan and recommended approval.
Board members asked about a borrow pit shown on aerial exhibits, water and sewer capacity, school impacts and traffic. Rinkas and the applicant said the site is within the city’s service area and utilities capacity was reviewed; school capacity would be checked at the time residential development advances and, if necessary, a school capacity mitigation agreement would be required. The board voted to recommend approval of the comprehensive plan amendment (DEV2025‑615) and the rezoning to PDG (DEV2025‑616) as separate motions so the City Commission can consider each standard on its own merits.
