After executive session, council directs attorney to write letters and return monies discussed

The council moved into an executive legal session under Idaho Code 74-206(f). After returning to open session, Council President Rickey Frandsen moved—and the council approved—a directive for City Attorney Lyle Fuller to write letters to the parties discussed during the closed session and to direct staff to return the monies that were the subject of that discussion.
Council President Frandsen made the motion and Councilmember Jeanie Avery seconded it. The motion passed unanimously. The exact recipients of the letters and the amounts to be returned were discussed in the closed session and were not read into the public record during open session, consistent with statutory confidentiality for certain legal matters.
The public record shows the council authorized legal correspondence and restitution as appropriate; staff were directed to carry out the council’s instructions and report back. The council announced the next meeting for Feb. 13, 2025 and then adjourned.
