Board authorizes chair to sign All Points remediation contract after clarifications

Town staff reported that All Points provided a cleaning quote of approximately $61,000 for the remediation work; the cleanup and repair phases will be separate contracts. Julie told the board VLCT has reviewed the contract materials and is expected to front about $48,000 to help cover initial remediation costs, and that the contractor may begin cleanup work as soon as this week.
The chair moved that, after the town attorney and VLCT input is incorporated and insurance coverage is verified (the contract recommends contractor carry $1,000,000 per occurrence and $2,000,000 aggregate and name the town as additional insured), the chair be authorized to sign the contract on behalf of the board. The motion was seconded and approved by voice vote.
The board also agreed to hold biweekly progress meetings with Jason (the contractor) to monitor cleanup and to return to the board for the separate repair contract once cleaning is complete and the scope is clearer. Staff will file a hardship application and pursue grant/insurance coordination to minimize town out-of-pocket expense.
