Members debated whether that baseline should be retroactive and how off-road fuel (which is usually taxed differently) should be handled; several attendees noted recent off-road prices as high as $4.42 per gallon. The board asked Arlen (the road foreman) and staff to bring receipts and recommended baseline figures for off-road fuel to the May 18 meeting so the board can set a consistent policy and reimbursement calculation.
Board members emphasized fairness and requested documentation of purchases before applying any surcharge retroactively. The matter was paused pending precise off-road pricing information and verification of the start date of the surcharge.
