Resident asks Leicester board to pursue noise ordinance after months of ATV noise

Amelia Sass, who lives at 211 ****** Road in Leicester, told the selectboard she is "at my wit's end" after months of loud ATV and truck activity next door at 198 ****** Road. "It goes through my walls," she said, adding the noise has caused stress and interfered with meals and visitors.
Sass said she has reported the activity to Sheriff Michael Elmore, who spoke to the occupants and restricted road use, but the behavior escalated with louder revving and apparent retaliation. "I took it upon myself to draft as of Friday a petition to adopt a new noise ordinance," she said, and reported having 10 signatures so far from neighbors near the troubled property. The board advised that a petition generally needs about 40 signatures and told Sass the planning commission manages noise ordinance changes; Julie (town staff) told her the planning commission will likely consider zoning changes in the fall.
Board members discussed enforcement and civil remedies, with some saying the dispute could become a civil matter if ordinance or sheriff action does not solve it. The board encouraged continued documentation and additional complaints to law enforcement, and asked Sass to provide her petition and the sample ordinances she referenced. The selectboard agreed to accept the petition for its records and to pass it along; planning-commission action and any ordinance change will follow normal notice and review timelines.
