Anand Fedele, assistant planner with the Windham Regional Commission, outlined a scope of work tied to available grant funding of $120,000 to install a vapor barrier, replace windows and add ADA-compliant features, and to provide procurement support, vendor selection, and inspection reporting. Separately, Chair Tom Cavanagh reported that Hunter Excavating recommended doing the whole basement and installing a French drain; the contractor estimated the work at approximately $35,000.
The board agreed to have the Town Attorney review the proposed project management contract and asked staff to bring the contract back to the Selectboard at the next meeting for formal action. The Selectboard did not vote on the contract at this meeting.
The items discussed are tied to MERP and CDBG funding efforts described earlier in the meeting record; Tulloch and contractors indicated that combining grant management and coordinated bidding across towns could produce cost savings.
