Selectboard hears update on village wastewater design; draft ordinance sent for legal revisions

Matt Bachler, Senior Planner with the Windham Regional Commission, updated the Selectboard on April 21 on progress toward village wastewater management. Dufresne Group is preparing design plans for the north and south villages and required historic and archeological reviews are scheduled for May. An easement plan for the Peele property was drafted by Town Attorney Bob Fisher and distributed for review.
Attorney Fisher advised the Board to account for State review and permitting timelines in the ordinance’s preliminary and final approval durations and to review the relevant state statute governing reserve funds. Bachler said RCAP Solutions and Dufresne Group have provided input and that staff will work with counsel and the Selectboard to present a revised ordinance at either the May 2 or May 19 meeting. Committee member Gary Hedman identified three remaining items for finalization: the fee structure, the connection application, and designation of a Village Wastewater Administrator.
