Lamoille County Planning Commission approves preliminary draft of 2025 Regional Plan amendment

The Lamoille County Planning Commission voted on Nov. 25 to approve a working draft of the 2025 Regional Plan Amendment and asked staff to submit the draft to the Vermont Land Use Review Board for preliminary review. Judy Bickford moved to approve the draft and Jeff Tilton seconded; the motion carried.
Brian Leven, who reviewed the amendment language for the Board, said the changes are intended to meet state statutory requirements under Act 47 and Act 181 and described the LURB review process, noting the Rutland Regional Planning Commission had received extensive comments when it submitted its plan earlier this year. "The process begins with the Board's approval of this Preliminary Draft," Leven said, and the draft will be updated after LURB feedback and presented at two public hearings in the spring.
Why it matters: the Regional Plan sets policy guidance for land use and development across Lamoille County and LURB review is a required step before public hearings and final adoption. The Board approved submission of the draft with permission for staff to make minor technical edits prior to filing; members said they will be kept apprised of any changes and of the LURB response.
