She explained that targets were derived from a capacity assessment that considers staffing, off‑site water/sewer availability, population, and land‑use mapping categories. For Kirby, NVDA characterized the targets as feasible given current building rates of two to three units per year.
Commissioners discussed where to reference the numbers in local documents and agreed to insert a short aspirational statement in the town plan and to request demographic information from the school board to better inform planning decisions. NVDA offered to supply suggested wording for the town plan and to paste the target numbers into draft land‑use language for the commission to review.
