Commission finds new Waterville tower conforms to regional plan, asks staff to notify PUC

At the Jan. 27 meeting, PPR Committee member Jeff Tilton reported on a proposed Industrial Tower and Wireless (ITW) lattice tower on Clark Road in Waterville and said the committee found the project "in conformance with the Regional Plan." He described the structure as a new tower intended to allow future colocations and said that "height was a concern but it was explained that the topography of the area required a taller structure" and that the lattice design reduces visual impacts.
Dick Goff moved that staff be directed to write a letter to the Public Utilities Commission indicating the ITW Clark Road project was in conformance with the Regional Plan and reserving the right to revisit the issue if the project changes; Judy Bickford seconded. The motion carried with one abstention. The board did not specify which member abstained in the minutes. The action instructs LCPC staff to inform the PUC of LCPC’s conformance determination while retaining the ability to re-evaluate if project details change.
No permits were issued by the commission at the meeting; the PUC retains regulatory jurisdiction, and the LCPC's letter documents its regional plan conformance posture.
