Planning commission accepts $4.2 million in CDBG awards, allocates planning and implementation funds

The Lamoille County Planning Commission on Jan. 27 voted to accept two Community Development Block Grant (CDBG) awards totaling $4.2 million and authorized the chair to sign required federal forms.
Dick Goff motioned to accept the grants; Judy Bickford seconded and the motion carried. The board recorded that the "Lamoille County Longterm Flood Mitigation & Resiliency Planning & Project Development Planning Award is for $1,000,000 with half for staff time and half for consultants," and that the "Morrisville Municipal Water Supply Recovery & Resilience Implementation Award is for $3,200,000." The LCPC said it will work with Morrisville to manage the larger implementation award.
Staff noted two standard CDBG forms required to access funds: the Organizational Policies and Codes (Form OP-1), required for both grants, and the Residential Anti-displacement and Relocation Plan, required only for the Morrisville construction project. Marina Meerberg moved and the board unanimously authorized Chair Caleb Magoon to sign the OP-1 and the Residential Anti-displacement and Relocation Plan on the board's behalf.
The commission did not set implementation timelines at the meeting; staff said the planning award will fund a mix of in-house staffing and outside consultants. Further budget approvals were deferred to the February meeting.
