Kirby planners weigh shrinking board and tying stipends to attendance

Commission members debated changes to the planning commission’s structure and compensation. Several members said reducing the board from seven to five could make service expectations clearer; S3 and others discussed three-year term commitments and how attrition would phase out members. "I do think that maybe the fact that it is a 7 person board makes people think that it's a lot more optional," S3 said, arguing that a smaller board may encourage steadier participation.

The group also discussed whether a stipend for volunteers should include an attendance clause. S3 recommended any stipend have a requirement tied to meeting attendance: "if there's a stipend, like, a yearly stipend, it should have some kind of clause attendance clause on it." Members expressed support for compensating volunteers for time but debated appropriate term lengths and practical enforcement.
