“We received 7 bids. Holy smokes,” the staff member said, then asked to move into executive session to discuss the results. An agency official warned that premature disclosure of evaluation details could place the town at a disadvantage; after the reading the Chair moved “that we go to executive session to discuss these bids,” the motion was seconded and approved with members responding “Aye.” The Chair said the formal selection would be decided publicly after the private evaluation.
