Spaulding said a dog typically goes into estrus twice a year and suggested a limit of one litter every two years to avoid forced estrus; Zoning Administrator Will Goodwin agreed to research state rules and neighboring towns' ordinances before the commission prepares a clean draft for legal review and public hearing.
Commissioners agreed that a clean copy of the bylaw changes should be circulated to the Windham Regional Planning Commission, the town attorney or proofreader, and the Select Board, and that at least one public hearing will be required before adoption. The commission did not set final language for 3218b at the Feb. 10 meeting; Goodwin will report back with comparative examples and state-allowance guidance.
