USD 417 hears bond survey findings; presenters say sample too small to be statistically representative
Summary
Architects and consultants presented a bond survey with 265 responses and told the USD 417 Board that the sample is not representative of the March 3 electorate of 1,724 voters; presenters identified safety, CTE, entryways and tax support as community priorities and outlined possible timelines for a bond election (Nov. 2026 or March 2027).

At a special meeting April 27, 2026, the USD 417 Board of Education reviewed findings from a recent bond survey presented by Greg Tice and Kevin Winterscheidt of SPT Architecture, Mike Roth of Nabholz Construction, and Jeremy Niederwerder of Switchgrass Advisors.
Presenters reported the survey yielded 265 responses and warned that figure is not a statistically representative sample compared with the 1,724 voters who participated in the March 3 election. They said the responses highlighted community priorities including safety and security improvements, career and technical education (CTE) enhancements, and entryway renovations, and noted respondents’ willingness to consider a tax increase tied to a bond without specifying dollar amounts.
The consultants outlined next steps for gauging community support, recommending expanded outreach and multiple survey methods before the board decides on a formal ballot question. They advised the board could consider holding a bond election in November 2026 or March 2027 depending on further engagement and the survey methodology chosen.
