Selectboard weighs aligning Class 4 road bylaws after landowner questions

Zoning Administrator Will Goodwin told the Selectboard there is a discrepancy between the Town Bylaws and the Planning Commission ordinance regarding Class 4 Roads, and recommended amending bylaws so that accesses serving more than one house meet Class 4 standards rather than driveway standards.
Landowners Chris and Marisa Stephens, present at the meeting, asked how a new bylaw might affect conversations they previously had with the Planning Commission, where their access had been characterized as a driveway with a turnaround for plows. Goodwin said that if a written decision exists deeming their access a driveway, they would not be required to upgrade to a Class 4 Road unless additional subdivisions occur. The Stephenses also asked for clarification on the boundary where the Class 4 Road begins beyond their property; the Board said it would work with Road Foreman Josh Dryden to mark the road and any turnarounds.
Goodwin recommended the Planning Commission determine a preferred bylaw and vote on it, after which the Selectboard can vote to update the Bylaws. The Board did not take immediate action; staff and the Planning Commission are expected to follow up on language alignment and the Stephenses’ property boundary clarification.
