Committee backs moving fireworks licensing to business-license process

The Finance, Legal and Public Safety Committee on March 3 voted to forward Ordinance No. 788 to the City Council with a recommendation of approval. The ordinance would remove fireworks licensing from Chapter 14 (Fire Prevention, Protection and Control) of the municipal code and place fireworks licensing rules into the business-license chapter so sales licenses can be processed administratively rather than requiring City Council action.
The planning director said the change was prompted by an annexation and a recent applicant asking why Box Elder’s process differed from county practice. “There was no reason that this couldn't be done administratively and still get the same outcome of making sure they have their insurance and land use agreements,” Patton said, noting staff missed an intended timeline last summer and is now working to meet a May 1 submittal deadline. Committee members moved and seconded the recommendation and recorded affirmative voice votes to forward the item to council.
