Trustee Kenneth Massey said using Wilbourn's equipment would likely remain less expensive than hiring an outside contractor and noted that contractors with comparable equipment are difficult to find. A member of the public urged the Town to open bidding for transparency; Wilbourn responded that the anticipated cost likely did not meet the legal threshold requiring a formal bid but he was seeking direction from the Board before performing the work.
