Council approves North Ellsworth reconstruction plan; roundabout recommended, one councilor dissents

A councilor moved to approve the North Ellsworth plan; the motion was seconded and passed by roll call. All voting members recorded "aye" except Talich, who voted "nay." The council did not amend the design at the meeting.
Blank said the design had been discussed previously in December and the engineering study was part of that process; staff will proceed with the project steps that follow council approval.
