Mayor Randy Jones said the City of Mulberry will seek federal funding to study major improvements to its water system and that the city has authorized hiring JEO Consulting Inc. to prepare a Preliminary Engineering Report (PER). The mayor read Resolution 2026-02 and opened a public hearing on the resolution; resident Eddie Beard asked, "if it was 100%, and no cost to the city." After no other public comments, the hearing was closed and the council approved a set of formal actions: Allan Adelman moved to hire JEO Consulting Inc. to complete the PER (seconded by TJ Duncan), the council adopted Resolution 2026-02 (motion by Allan Adelman, second by Debra Rice), and the council voted to apply for a $30,000 SEARCH grant to fund the PER (motion by Ken Collins, second by Allan Adelman). All recorded votes were unanimous with members present voting yes. The PER is described by the mayor as the required first step for pursuing state or federal assistance — grants, loans, or loan forgiveness — to support large-scale capital improvements while aiming to keep rates affordable for Mulberry customers.
