Council moves fireworks licensing from fire code to business code to allow administrative approvals

On first reading the council approved Ordinance 788 (remove fireworks licensing from fire-prevention chapter) and Ordinance 789 (add fireworks licensing to business chapter), letting staff approve routine fireworks licenses administratively while keeping insurance and state-license requirements in place.
Planning/finance staff (S6) told the council that the municipal code previously required every fireworks license to come before council; after legal review staff recommended removing the licensing language from the fire-prevention chapter and adding it to the businesses chapter so routine licenses can be administratively approved. The proposal preserves insurance and state-license requirements while simplifying the local approval process for the small number of fireworks licenses the city issues annually.
The council approved both ordinances on first reading by roll call. Staff said the change will align Box Elder with neighboring jurisdictions and reduce the administrative burden of bringing routine license approvals before council.
