Council approves first reading of parkland-dedication ordinance to guide future parks

Public works director Bruce Martin (S16) told the council the proposed ordinance would add Article 26-4 to the Box Elder municipal code and establish parkland-dedication requirements so developments contribute to parks and open space. “Implementing parkland dedication or fee in lieu of parkland dedication is one tool that we can use to help develop our park system,” Martin said, citing shortages in acres per 1,000 residents and gaps in resident proximity to parks.
Martin noted one revision since committee: the ordinance now gives the city final determination on whether proposed lands in a floodway are acceptable for dedication, allowing staff to accept floodway parcels when they align with the parks and open-space master plan. Council approved the ordinance on its first reading by roll call vote.
Martin said public works and planning worked together on the draft and that the ordinance is consistent with the recently adopted comprehensive plan and parks master plan. Staff indicated they would bring implementation details and fee schedules back through the committee process.
