Staff (speaker 12) displayed edits that add a threshold requiring prompt budget adjustments when an existing grant increases by more than $10,000 or a new grant/donation/other funding source over $10,000 is received. The proposed text breaks out approval levels and clarifies the procedure for mid‑year adjustments; staff also proposed a compiled end‑of‑year presentation to the county board for transparency.
Committee member Bachand moved to forward the amended language as shown on the screen; the motion was seconded and approved by voice vote. Chair recorded the result: "All in favor?" and after vocal assent said, "Motion passes."
Supervisors discussed whether some smaller adjustments under $10,000 should be summarized annually for transparency. The committee adopted the amended language and directed staff to incorporate the clarified thresholds and procedural language in the documents that will go to committee on admin and then the full county board.
