Lisa Prater, a local real-estate agent representing the seller, told the council she had an offer on the lot and said the buyers intended to place a two-bedroom, two-bath manufactured home there; she offered photos. "We believe that the manufactured home would be an improvement to the property, to the community," Prater said during her remarks. Staff reported no letters of opposition had been received in response to the mailed notice. Councilmember Wiggins moved approval; Councilmember Richardson seconded. The motion carried with four votes in favor and one abstention, which the mayor acknowledged as a familial relation by the abstaining member.
Council members discussed the city's ordinance language on manufactured homes and said they are working on an amendment that will clarify placement and standards. MRB engineer Gil Gregory and city staff said the existing amendment is intended to prevent older-model units from being placed in the city while allowing newer manufactured homes that meet construction standards. The mayor said the ordinance change will be brought to a future council agenda for formal action.
The public hearing opened and closed the same meeting; council took final action following the discussion.
