The City Commission adopted Ordinance No. 1808 on Aug. 28, 2024 to amend Article III of Chapter 34 governing special purpose vehicles. Administrator Jones presented the ordinance text, which defines categories (golf carts, micro‑utility trucks, work‑site utility vehicles), allows operation on city streets under specific conditions, and prohibits all‑terrain vehicles and pocket bikes within the corporate limits. Commissioner Vail‑Keller moved to adopt Ordinance 1808; Commissioner Banzet seconded and the motion carried.
Key operational limits include: golf carts and other special purpose vehicles may be operated on city streets except where posted speed limits exceed 30 mph (and with additional restrictions on 8th Street between Main and Granby); some vehicles cannot be operated between sunset and sunrise unless equipped with required lights and a slow‑moving vehicle emblem; owners must provide liability insurance as required by Section 200 of the 2024 STO and K.S.A. 40‑3101 et seq.; registration, a yearly license and inspection are required prior to operation; and no person under age 16 may operate a special purpose vehicle. Violations are treated as ordinance traffic infractions with penalties following the STO fine schedule.
