Brownell asked specifically about whether the juvenile office shares costs with state funding and flagged privacy concerns; staff clarified that juvenile services are budgeted from county general funds for phones and that the new system can be programmed to preserve confidentiality and departmental separation.
Staff said installation will allow the county to break down phones by department and building, and that a post-installation accounting will show per-department costs. Commissioners moved and carried approval to proceed with the upgrades and asked staff to consult juvenile staff about fax and confidentiality needs before final programming.
