Mulberry council appoints Toni Duncan as treasurer; approves $98,709.94 in bills

Outgoing treasurer Liz Hart read the treasurer's report so the new treasurer could become familiar with the accounts, noting the water fund is supporting itself and that city investments are yielding competitive rates.
