Consultants outline phased North Village floodplain work; two bridge/culvert projects sidelined

Meghan Arpino of Stone Environmental and Alyssa Sabetto of the Windham Regional Commission provided the Selectboard with an update on the Vermont RIVERS program, saying the Cobble Hill Ridge Bridge replacement is not fundable under the current round and the Barker Road culvert should be submitted to the State’s Clean Water State Revolving Fund.
Arpino and Sabetto recommended a phased approach for a North Village floodplain restoration: Phase 1 would fund design and technical analysis, including downstream property work and permitting, followed by Phase 2 implementation once landowner outreach is complete. Jim Fleming asked whether landowners should be contacted before application development; Taylor Prouty said there is increased local support because the project addresses a river flooding problem.
The River Project team will assemble application materials and reach out to the Town for signatures to move the design-phase application forward.
