The Town of Lincoln Selectboard convened a special virtual meeting Feb. 19, 2026, with Chair Tim McGowan calling the session to order at 8:32 a.m. The board approved the meeting agenda after a motion by Chair Tim McGowan that was seconded by Joe Martell; the minutes record the action as "PASSED 4/0/1."
During the meeting the board voted to move into executive session "regarding the appointment, employment, or evaluation of a public officer or employee" under 1 V.S.A. § 313(a)(3). The motion to enter executive session was made by Tim McGowan and seconded by Ken Stockman and the minutes record the motion as "PASSED 4/0/1." The Selectboard entered executive session at 8:33 a.m. and exited at 9:05 a.m.; the minutes explicitly state that no decisions were made while in executive session.
After returning from executive session the board moved to adjourn. A motion by Chair Tim McGowan, seconded by Joe Martell, to adjourn at 9:06 a.m. was recorded as "PASSED 4/0/1." The meeting minutes were submitted at the close of the record by Barbara Schindler.
The session was held virtually via Zoom; the minutes list no other town officials or members of the public in attendance. The recorded vote notation in the minutes appears as 4/0/1; the meeting header includes a vote-format legend for interpreting vote tallies.
