Workers' Compensation Division outlines accelerated rule timeline if HB 4040 is signed

Matt West, administrator of the Workers' Compensation Division, told the committee the division is digesting written and oral feedback and considering tweaks to the proposed pre‑authorization language. “We are committed to reviewing the information sent, the testimony, and also, you know, not just from OTLA, but also with others who have thoughts and feelings on the rule,” West said, adding that proposed language is not final.
West explained the practical steps if House Bill 4040 becomes law: the division would immediately issue temporary rules across affected divisions (9, 10, 15, 30, 35 and 60) and then work through advisory‑committee meetings to file permanent rules within the 180‑day statutory window. He acknowledged the process will create many moving parts and committed to communicating updates to MLAC and stakeholders.
