Oregon board hears national updates on FinCEN BOI and accounting‑practice exposure drafts

At the Dec. 18 meeting the board received a national policy update from an OSCPA representative covering the FinCEN beneficial ownership information (BOI) rule and recent legal and industry activity. The OSCPA speaker summarized recent litigation: a nationwide preliminary injunction in the U.S. District Court for the Eastern District of Texas and an anticipated congressional or administrative delay that could push BOI enforcement to Jan. 1, 2026.
The speaker said national professional bodies (AICPA/NASBA) are still working through exposure drafts related to ownership and regulatory pathways and noted some committees have delayed exposure drafts because they could not reach consensus. "We were hopeful that there would be that filing delay until 01/01/2026," the speaker said, characterizing the national environment as unsettled.
Board members used the update to calibrate Oregon’s approach to APS/PE issues and to track how national rulemaking and litigation might affect state licensing obligations and guidance to practitioners.
